“’Charging the president with a crime was an option we could not consider,” Mueller said.
But he didn’t clear Trump.
“If we had had confidence that the president clearly did not commit a crime, we would have said so,” Mueller added.
“We did not however make a determination as to whether the president did commit a crime.”
Mueller said “it would be unfair” to accuse someone with a crime who can’t defend himself at trial, ***emphasizing that he was following a Justice Department policy against indicting sitting presidents.***
Republican Rep. Ken Buck of Colorado also asked Mueller about charging Trump.
"Could you charge a president with a crime after he left office?"
"Yes," Mueller replied.
"You believe that he committed — you could charge the President of the United States with obstruction of justice after he left office?" Buck continued.
"Yes," Mueller answered.
