He has to work with a razor-thin Senate majority (which refuses to abolish the filibuster) and no Republican help. That said, $$1.9 trillion in relief is about to pass -- the number he promised, and within less than 100 days (way less than 100 days) of him taking office.
On the immigration stuff, Biden is hands-down better than Trump.
On Syria, it's a limited strike that retaliates for a specific act of terror. Long-term, Biden seeks peace with Iran, but you have to show them you're no pushover first. It's kind of how negotiation works.
There are many other beneficial executive orders he's signed reversing destructive Trump policies that your meme doesn't consider.
