Regarding your point and my point, the key difference is there was no country at the time those white settlers came here, just as there was no country when people crossed the land bridge from Asia.
But let's play your silly game. Let's say those white settlers had papers. Who would have received those papers and either approved or rejected them for entry onto what is currently known as north America?
