No, Republicans had a relief bill ready to go, but Democrats stalled it for months because it wasn't big enough to meet their (patently absurd) demands. That is not "we had a bill ready", that's, "You're not doing what we want so we're gonna hold America hostage."
To that I’d add the big sticking point for Dems was McConnell drawing a red line on Covid liability protections. When he dropped that demand it passed.

The Senate Dems supported Trump’s suggestion of $2000 — it was the R’s who blocked it. Instead a $600 payment was issued as a “compromise.”
Now that we have a 50/50 Senate, when the next Covid relief bill passes (without a single Republican vote) and you get your $1400 top-up payment then you’ll know who to thank
I'm a kid. So what? If a global crisis caused by China is leading to the deaths of Americans, shouldn't Trump have made more effort to do something? Maybe, a national mask mandate and a longer national lockdown?
