Black people in the United States can't use institutional power to discriminate systematically because the power structure of the country was intentionally designed to be exclusionary to black people in the first place.

Nobody says that casual everyday prejudice is something that doesn't exist everywhere in all directions. But what puts the sting in racism is when it's backed by institutional power, and that really is a one-sided presence in this country. That's what that means.
