He's got a good magnifier to see masks in the top one. And never mind the fact that none are six feet apart and the heck with the limit on gatherings. But because he sees masks in the top two they are not spreaders.
Just look at this article explaining how protesters don't spread covid. https://www.healthline.com/health-news/black-lives-matter-protests-didnt-contribute-to-covid19-surge
It's actually talking specifically about BLM but the reasons could be given to any protest.
The reasons are illogical. Do they really expect people to believe their rubbish?
One reason they give: "People who attend other outdoor events, such as going to the beach or a ball game, tend to share indoor facilities like bathrooms, shops, and restaurants."
There are protesters coming from out of state, driving many miles to march around, stand, or generally occupy an area for hours protesting, and they don't need to go to the bathroom? Either they are going outside or they have some superhuman bladder. Seriously, can they not come up with better reasons than that to excuse the protesters? And this is from the Healthline, I thought they was somewhat reputable with their information.
And don't forget the churches. I live in Kentucky, the church was constantly being singled out as potential spreaders by the governor and the media. Other potential spreaders, even bigger ones, was not getting mentioned. Not only was it being prejudiced against church goers it was also a smack in the face to logic and the common person. How witless do they think we are?
Apparently some people does believe the media's (propaganda) narrative though. I know people who thinks the church is the cause of the spread in the US.
