Ah, maybe I misunderstood you. The issue seems to be that there are not enough funds to go around. It makes sense to me that rather than have the police deal with mental health incidents which sometimes results in unnecessary deaths, (which they are not even required to report); some of their funding goes to organizations that are currently underfunded but have the expertise to deal with these situations.
