If only one person is 'allowed' to win, whether you voted for them or not is meaningless.... Here in MA, the ballot in my district had 90% of the candidates running unopposed; they will win whether I voted for them or not, or if I voted for a write-in. All of the unopposed are Democrats.

And my answer is: votes are cast by those who are registered. You are a human being even if you aren’t registered to vote, but you’re not allowed to vote. That’s why ALM applies to all lives, and voting rights apply to those who are registered to vote.
