The position that women who attempt to make this argument take is foolish and unsupportable, equating two behaviors that are not in fact equal, or even similar. For females, deciding what shirt to wear is a question of preference, while males looking at bare skin (or clothing so tight that it fails to conceal anything) is a matter of yielding to a semi-autonomous biological drive. Yes, we can restrain ourselves just as we can hold our breath -- but the default unconscious behavior I'd to look. That does NOT justify touching and making any comment, but neither should men be shamed for doing what is for them, natural and normal.
You and those who have commented on your meme are already aware of this, but it is sometimes useful to have things stated openly.
