Reparations are entirely un-Constitutional. There are only two ways for the govt to collect the money they intend to redistribute from its citizens; fines/penalties (perhaps interest on those), and taxes.
Fines and penalties are non-starters, because the people they would be fining or penalizing would surely put up a fight and no sensible court would uphold them. Given that Gavin Nussolini is behind this, they would try to have the case held in the 9th district, which for now at least, is solidly anti-American. But any appeal to a higher court, ahem, would fail.
That leaves taxes. If the govt tries to tax for this purpose, they'll try to claim it's based on something systemic or institutional, but they won't be able to prove that, so the bottom line is that it's a tax based on your skin color, your DNA.
And that's about as un-Constitutional as it gets.
