The National Guard falls under the jurisdiction of the governor. The US Army falls under the jurisdiction of the Federal Government. So, yes, the president didn’t offer to send the National Guard because he can’t. But he can send the army.
But then I wouldn’t expect a “liberal” to be more aware of states’ rights vs federal. No irony in your ignorance. It’s why you vote Democrat.
