The man on the picture is the Dutch artist M.C. Escher, and this was a self portrait made from examining himself in a sphere. Escher is famous for drawings that seem mathematically correct, but physically wrong. "De oneindige trap" (lit. The infinite stairs) which I showed in the picture above, is a famous drawing of his. The "seatbelt" in the meme is therefore in popular naming called an Escher-figure in his honor.

The grand finale of the movie "Labyrinth" where Goblin King David Bowie defies the laws of physics in a very strange castle, is also inspired by works by Escher.

Came across some graphical memes as well. Unusual mathematical shapes, topographical ones especially, seem to be more popular in the meme community.

Yeah, Escher has (even though he was already dead before the internet came) influenced the meme community greatly, and also movies (as I linked to before) and computer games (the final level of Prince of Persia 2 is a great example of that).
When my grandfather died I inherited a book full of work by Escher and really it's full of pictures that I did not imagine possible to be drawn. Escher was really a master, although he never recognized himself that way.

Yeah in POP2, you are, when you reach the princess, transported into a strange world by Jafar, disguised as fake-prince. When you hunt the fake-prince around here, you'll get into the Escher building.

They built that room!? WTF HOW!?!?!? It’s an impossible place, how can you build something impossible?? That makes no sense and what even makes worse sense is that you can climb anywhere and NOT fall off WTF!?!?!?!?! HOW!?!?!?!?

I've seen the making off of that scene. David Bowie cheated... When he goes around the edges he's just tied to a machine getting him safely up and down (you can even see that when he goes around the edges it's a different shot than when he walks), and they've done a lot of tying things together. Back then computers were not nearly as advanced as they are now.
