Well Gamma radiation is just a high-energy wavelength of light, so of course it has the same speed as light. What makes a black hole "black" is the fact that the escape velocity below the event horizon, the escape velocity is greater than the speed of light. This means that light cannot escape it, and neither can Gamma radiation. All black holes are strong enough that gamma radiation can't escape.

I would assume that Hawking radiation is not affected by gravity because it radiates from black holes. So no black hole would be "strong enough". Seeing as we can't measure Hawking radiation, it probably does not interact with matter much at all
