Note: A state order is not a law. It did not have to go through the same process to be enacted. Legally, it should merely be a recommendation or request, and should not carry any legal penalties such as fines or jail. The recommendations and requests are reasonable, they way they are being enforced as laws is not.

The right to assemble & to worship are inalienable rights. There is no right to drive. It is a state licensed privilege. Not the same.

Actually the government is limited in what it can do. Please read the 9th and 10th amendment. Unless specifically called out in the constitution the federal government has no legal right to do anything.
