It depends on the individual landlord's actually. Even before this, our landlords have charged us for anything that needed fixing, including stuff that is clearly normal wear and tear. They charge me for an "inspection" that I'm relatively certain they never even did (they refused to pick a day, instead opting for anytime during an entire week. The only time I was away from the appartment was to pick up my daughter from school, and that was only about 20 minutes at a time). I had reported mold on the windowsill. They instructed me to clean it with bleach. Then the day after informed me they were going to do an "inspection" the next week. I never saw anyone come, or evidence that anyone had come. They then charged me $95 for it. They get away with it because most people don't have the money they would need upfront to hire a lawyer.
Most people who rent can't get a loan or afford a down payment, so I think it's unfair of the meme to call them idiots. More like desperate people who put up with bullshit rather than being homeless.
It's funny because many of the landlords who are scummy shouldn't have qualified for the loans to "buy" the properties they are really just renting from the bank and subletting at a mark up.
