Does China need to take the blame for its actions when the virus was first discovered? Absolutely.

Did China launch a terrorist attack using this virus, but infecting their own people first? Well that would be kind of dumb and dumb of someone to actually believe that....

China kills its own citizens regularly. They have an infectious disease lab in Wuhan. Accidental release or intentional, sending infected to other countries would be smart militarily - turning your weakness into your adversaries weakness. It gives them the added benefit that world health researchers start working on a solution for them.
