August 29th: NOAA makes prediction, publishes map.
August 30th: NOAA makes prediction, publishes map.
September 1st: NOAA brings August 29th map to the White House, someone draws elements from the August 30th map onto the August 29th map. Liberals lose their minds.
September 1st (later in the day): NOAA makes prediction, publishes map.
Someone (it has never been admitted who) drew aspects of the August 30th prediction onto the August 29th map, on September 1st.
Your theory requires that NOAA has either:
1. the ability to time travel, altering the August 30th map to match what was drawn on September 1st.
2. the ability to see the future, predicting that the August 29th map would be altered and publishing a map to match it.
#2 really doesn't make sense though, because if they had the ability to predict the future - they would never need to publish more than one storm path prediction.
#1 seems implausible because the technological prerequisites to time travel have not been met.
