Well what was proposed was expanding the rail lines from Milwaukee to Green Bay, possibly further north in the future and it was going to be fully funded by the federal government. Walker rejected that and opted to improve parts of US 41 (the main highway between the two cities). Green Bay, northern Winnebago county, and Milwaukee were the only parts of the highway to get any actual improvements. The other parts of the highway are congested and crumbling and accidents happen all the time. Thankfully we voted Walker out finally so maybe there's still hope?
