Alot of places suffer from decreased hours, layoffs, especially in smaller businesses, and automation. Look into it, not as black and white as OP makes it.

You need to factor in other things that affect employment and revenue like the better economy, tax cuts, and reduced regulation and compare the number to what they would be without those confounding factors. Otherwise you end up with a ad hoc fallacy.
