You know enough about chess to prove that you know next-to-nothing. Only his c5 and a4 pawns are blocked and can't move. All his other men CAN move. They may not be good moves, but they're also not illegal ones!
A stalemate IS NOT the same as a draw. A majority of tournament games end by both sides agreeing to a draw.....and there is no stalemate in sight!
You obviously know very little about cats. The cat very clearly states, "you cannot move". Hence, since cats are always right, moving is impossible. Since there is no check in sight, it's a stalemate, and a stalemate always means a draw!
The cop should be arrested, fired, and deserves to rot in prison for beating a child. Poor kiddo, she is going to be trumatized for life unless she gets help.
