The Clinton Foundation is a public charity, not a private one (like the now defunct Trump Foundation). It is required to do most of it's charitable work in house. Unlike private foundations, a public charity doesn't do grants.
That's why that grant number is $5 million on your list. On Fiorina's list it was $6 million. (on their actual form 990, it's $9 million).
Meaning that "small" number is nonsense.
the "salary" numbers are actually budgets for the various things the foundation is doing. And you're probably "sure, it's a budget. they budget themselves all the money while drinking cocktails on some fancy beach."
No. You can see what they do on their Form 990. It's a public charity and all its record keeping is required to be public.
