Yes. I just googled the article and read it. The basic idea is that the fact that minorities in LA tend to be undereducated, less literate and poor, they are more likely to engage in risky behaviors and less likely to seek medical treatment.

The problem with this idea is that it takes away both accountability and agency, reducing these people to cattle to be controlled rather than thinking, reasoning people. Making the system responsible for an individual's poor choices is not an effective approach. While there are almost always multiple factors in any outcome and education and literacy can be linked to risk taking behavior, these are factors, not "causes." Taking the further step of crying racism and stigma is imflammatory and pejorative.

Let evolution weed out those who cannot adapt to their environment.

I was poorest of the poor. Still had to go to school, still had to get good grades, still had to answer for my own decisions. Same school, same demographic, different outcomes - all of them based on personal choices. Can't stand the BS about "grew up poor, therefore … "

I agree. The US has some of the richest poor people in the world. I can't stand hearing that crap. I was latchkey kid, and I'm not rich now. But so many "poor people" are poor due to either substance abuse or bad decision-making. Many of them are poor for a reason. These days, everyone in the US is looking for a handout.
