But thats not accurate. It would be more along the lines of some guy walking up to you and taking a specific percentage of your money. I know most people including me don't want to ever pay taxes, but you gotta fund your government somehow.

As an adjective, "rich" is not considered to be comparative, but it is comparative in the sense that it is relative. It defines a position relative to some other. It's definiton is pretty arbitrary. "Rich" is everyone who has/makes more than me.
