'Shadowing' also seems to exist even for some that are 'featured'.... I don't what sort of -- if any -- algorithms are used, but it does seem very arbitrary.

Possibly the main point of Trump's proposal, was to expose those that run the 'sanctuaries' don't really want the burden of them THERE (anymore), but rather want to force the burden onto other districts, AND to change the voter-base in those districts.
