Titles have supported 3-byte utf8 for a while, so you can do all major languages and a few emojis. Comments were only ascii (1-byte) until yesterday, now they are 4-byte utf8 which supports all emojis. It's a bigger database change to allow full emojis in titles but maybe we'll do it at some point
