For the time period it was written in, the constitution and BoR was pretty radical and DEFINITELY focused on expansion of individual liberty. If you're using the modern political version of liberal I guess I'd have to concede to you, but in a classical sense liberalism is what founded our country.
Many modern conservatives are trying to "conserve" classical liberal values, such as the right to free speech, less government influence and thereby more individual freedom, etc.
