You can, but we don't. I don't see anybody actually doing anything about the cost of life-saving drugs, but San Fransisco spends $42 million a year on medical care for drug addicts.

Make drug treatment free, charge for needles and paraphenalia, let addicts take out student loans to pay for their paraphenalia. Or just let them die.
