Each should work at their personal calling and should endeavor for excellence in whatever field their personal calling happens to be. This applies to anyone that works for our government too, and not simply a "work-force" employee.
Your fourth and fifth sentences of paragraph #2 suggests you favor a QUOTA system. Quota (or TOKEN) "entitlements" of employment are precisely the wrong direction to go. Stated another way, one should earn their stripes, and excel at their chosen occupation, and those persons will discover themselves HIRED regardless of race, creed, political influence, or gender.
You posit a prejudiced narrative against old rich good ol boy white guys, while placing everyone else on the other side of the fence.. Last time I looked, it was 2018. Forget entitlements, quotas, and token employment based on ANYTHING other than merit!
