I don't think it is fixed. A lot of templates have Impact as default, but others now have arial as default with the color and other changes as well. Check out 'Scroll of Truth', 'Doge', or 'Boardroom Meeting Suggestion'.

Nah I don't ever remember it being different for each template

Some templates were saved with a default font setting, like surprised pikachu and two buttons for example, and it's still a new feature that imgflip actually goes with those settings, but only on those memes. Otherwise you get the standard allcaps impact settings.

Besides, who would really use impact on surprised pikachu?
