Yup, "To Protect and Serve" was simply an advertising slogan first used by the LAPD, it has never been an actual, official job description for the police.

There have been multiple decisions that show that police are not required to help citizens. In fact the only safety that are responsible for is that of people in their custody, in jails and prisons.
