New ones, yes. We may do some migration of old ones.

The more specific streams should be used first. If politics, post in politics. Else if repost, post in repost. Else if fun, post in fun. There can be a bit of overlap/duplication of course, and that's fine, as long stream rules are followed.

So what is the difference between a political meme vs. a meme joke that happens to use a premade Hillary/Trump/Obama photo?

It comes down to the nature of the joke. If it's about anything political, e.g. implying that person A is better at being in office or said something about public policy, then politics. If it's just using their facial expression to convey something totally unrelated to politics, e.g. using trump's face to say "that wave is YUUUUUGE" then it's totally fine in fun.

And what happens when the author intends one but the reader flags it for the other?

I don't know, but what if you mention politics, but you don't really mean anything about it? I have no political viewpoint and was commenting about that.
