Who decides when a template is dead, what is the defining criteria and why cant people mind their own fu-king business? So many questions.

1. No one decides that a template is dead, everyone just kind of begins to not find something funny
2. A template is usually dead when it gets onto websites like this, or when a large body uses the meme, for instance in an advertisement, exposing the meme to the mainstream.
3. it's the internet; someone will always be in another's business
