Public pools maybe, but at a resort with bars in the pool, I'm pretty sure that's going on.

Either way, the ammonia reacts with the chlorine and can actually produce an irritant gas that can cause airways to scar and or close up and cause potential damage to the eyes. Peeing in the pool's not only gross, it's dangerous.

Chlorine is your friend :-)
