It sure did happen. She has been named "Permit Party" I think, because she called the cops on a 10-year-old kid who was selling bottles of watery help fund a school activity.

Reminds me of the story about the woman calling the cops because the neighborhood kids were making too much noise playing basketball. The cops got out of their car and promptly joined the kids for a pickup game.
