My friend is Australian and he says they have to put it underneath so they can see if there are any spiders there, because that's a real problem there. But I agree with you, over the top :)

I am pretty sure Australia is constructed of a variety of venomous creatures! It would be wise not to leave the toilet paper dangling on either side!
