So here's what I think happened. You would either have to take my word for it or ask Masq if my version is correct.

Masq had a "shorten the comment timer" meme and was talking about spamming the imgflip feedback link with requests to modify the comment timer. A mod commented twice, then somebody (I presume it was Masq but I didn't ask) apparently deleted the meme, so the mod comments are now gone.

From my memory (not exact quotes here), the mod said imgflip had received and acknowledged Masq's feedback, please don't spam the feedback inbox, each user giving feedback once on one issue is enough, that they read and consider each feedback form they get, that spamming the feedback link might get a user's account suspended or commenting privileges suspended, (because they read all the feedback forms that come in and reading feedback from someone else on another issue might get delayed). The mod also said the timer is there to prevent abuse and that they have considered a few things to open up/improve it in the past, that they are/were considering the issue again and how best to improve/address the situation. No promises were made about changing the timer. Hope that helps the cause.

I find it that the mods don't really listen. They do random things. Some good. Some bad. Like changing the top 100 to top 250. Or whatever happened to the viral section. :/

I'm not sure I'd say that completely about the mods not listening. Due to having to some success with the down with downvotes campaign. Also you have to remember how many requests they probably get per day, for this technical thing or that. And they can't do everything right away either. Just something to consider.
And on the issue of making the leaderboard 250 instead of 100, I think it was done for at least two reasons because the community of imgflip users increased, and to be fair and let others have a chance. I'd almost bet that the change in the leaderboard is related to a percentage of the of the users. I don't know if I'd expect that dramatic of a noticeable change every year But that's my opinion.
And I'm not sure what the viral section is.

I personally have noticed a difference. I'm getting the comment timer only once, and then am able to freely comment.. Just what I've noticed.
