When you first start you are limited to two a day. After you reach a certain number of points, I think maybe 10k or so you get three a day, but if you don't submit at least two a day you'll only have two submissions the next day. I only submitted one yesterday, so I got knocked to two for today, but if I submit both if them I should be back up to three tomorrow.
