sounds to me like its 2 different groups of peoples accounts. one account is from some women who saw the angel come down from heaven and move the stone. the other account in matthew happened some time later when a different group of women went to Jesus' tomb.
also the angel came down most likely looking much like a man. perhaps a man clothed in white linen? idk what its like to see an angel, but the bible does point out that they can take the form of a man, like at Genesis 18:1-2. or like horses and war chariots of fire like at 2 kings 6:15-17.
was there one angel or 2? well at matt 28: it says "But the angel said to the women..." if there were 2 angels, obviously both of them could not speak at the same time. it doesn't say that there was "only one angel." there could have easily been 2 angels, but just one of them spoke.
