It's from Mark Twain, not Sigmund Freud, and apparently George Carlin also repeated it.

I think he means that idiots are better at being idiotic than a normal person who gets dragged down is.

I guess what robertjohnson3090 was alluding to is the fact that Freud knew very well about the enormous extent of sexual abuse of in particular femald children at his time, but he didn't do anything against it and suppressed this fact. Those poor children later became the "iodits" of "hysterical women" or whatever. And some of them might have remembered theri abuse so if you talked to them they beat you with their experience and you had to go down to the sexual abuse level.
