No, as matter of fact they weren't, & even if they were - They weren't armed by governments with the defense budget of the former USSR at the height of the cold war nor our current defense budget in the USA, and yet, still they sustained themselves.

Problem with that is that they were allowed to run off and stay in Pakistan, where to date the majority of them reside, being a proxy army of that country.

Not only have we done little to alter that, even Captain Cheetos's Tweets haven't stopped US funding of the artificial state of Pakistan, which channels a nice allowance of that into the Taliban.

The military defense budget has nothing to do with it - the restrictions on weapons purchases does. .Government is funded with a fraction of what the private sector produces.
