The 'investigation' itself has always been the goal, and it's still all they have at this point (keep in mind all the references to a 'cloud of suspicion'). From time to time, they put it on the back-burner, and move their narrative to something else (supposed racism, or 'unfit for office' ploy, etc. -- interestingly much the very same things used on Reagan, Bush, etc.).... And whenever you notice the subject being changed, it's usually because the previoius thing wasn't working.... In fact, if this Memo wasn't brought out now, they would not be talking about the 'Russian collusion' (oh, and most certainly, if Hillary was elected, you would have NEVER heard anything much at all about 'Russian interference'). The 'Media' and Democratic Party are on the same team, and they're coordinated.
