Congress sets the budget, not the President. TARP, and two ongoing wars have to be paid for. Those wars, plus a new front in Yemen, have been stepped up, mind you. That, plus the $1.5 trillion hole this tax bill just chewed, will kinda add on to the debt a whole lot, because that's how thangs work. Not everything can recieve welfare.

Your sneaking suspicions suck. As far as the budget, it means nothing without the president's signature unless of course Congress has enough votes to override a presidential veto. TARP? I was against it. Bushbama were for it. Wars? Bushbama love them. We shall see how the tax cuts work out. That said, I am all for starving the beast.
