when you build in a Flood Plain you get floods... The Gulf Coast is 12 years removed from Katrina... seems to me once every 144 months is simple recurrence... not evidence of a pattern of effect to a specific cost...
as far as the 'cost' of the damage... Inflation and Sprawl contributed more to that than the amount of water generated by the Storm
