Hoping you won't think I'm trolling, but no, he didn't. It's like Trump's statement to Comey. Saying "I hope" or "hopefully" isn't telling someone to do something, it's being wishful that they do. Still bad taste, but not the same thing, and probably why it isn't a TOS violation.

I had my own run in with 123Guy a couple of months ago during Comic Book Week when he went at a fellow memer, otherwise I avoided the guy. And guess what? He avoided me. And no memes mocking him were required!!!

I get that (Although I didn't know about him trolling MyMemesAreTerrible). You say Jesus_Milk should have known better. Yes, but should have 123Guy. But Jesus_Milk supposibly only goes after one guy, which is still wrong, but it's not as bad as literally going after every member you can come across, like what 123Guy does/did.
However, I am going to leave this whole thing alone now, as I have stated in my latest meme, because it is semmingly the only way we can rid of him.
