Part of the problem is that people aren't teaching their children that actions have consequences. And when they do engage in corporal punishment, they tend to do so without explaining the lesson the child should learn, which is, in my opinion, child abuse.
My parents had a brilliant way of handling punishment: Whichever parent determined that I or my brother had broken a rule, they would let us know why we're being punished, and the other parent decided what the punishment would be and carried it out.
