Well that would be two different things, wouldn't it? Like how in 1868 the 14th Amendment guaranteed blacks (men only until the passage of the 20th Amendment in 1920) the right to vote but laws in Southern states effectively stripped them of that right until the demonstrations of the civil rights movement in the 50s & 60s.

Remember the 14 Amendment, passed in 1868, guaranteed black men the right to vote (the 20th Amendment, passed in 1920, gave the same right to women) yet blacks were effectively disenfranchised, particularly in the South, until the passage & enforcement of the Voting Rights Act in 1965.

nope...i'm merely saying that civil rights are innate to a person, hence, you cannot be "PRE" civil rights.
