If they're on the 7 day leaderboard, it's both. If they aren't, then the meme. It takes quality memes to make it on that board.

I upvote the meme. Only a handful of times I have upvoted the user.

I know it appears sometimes its just the user, and I am sure there is some of that going on. I know I have gotten used to a lot of users' style and sense of humor prompting an upvote where without that familiarity I may not have. I still have to like the meme to upvote it, but I may read something into them that others don't who are unfamiliar with the creator.
