Their comments don't bother me as much as one person being able to up or down vote more than once.

I haven't really seen evidence that they're doing that consistently (I've only seen it when they get in a flame war with someone). I think if they did that in a way that influenced the position of memes on imgflip, the mods would take action against them, and they obviously don't want that.

What annoys me most are the needling comments designed to annoy people or create division.

Even if it's five guys with just 3 accounts each, that's 15 upvotes they can get together and stop most memes from moving. It wouldn't really hurt the big guns, but if you had a slow mover with 20 upvotes on the 4th page say. and then you get 15 downvotes. That meme isn't going to go much further even if you keep getting upvotes on it. Not sure if the mods could catch on to that or not. Without the downvote bar it's impossible to know if all of a sudden you get a bunch of downvotes all at once.
