I've seen the same source images online now, but it does seem to be a hoax. There were other incidents that Google found of people stealing wiring but none were from an EV charger.
I'm more confused by the electric company trying to get money from the family. I suppose someone could sue the estate of someone who died, but they couldn't get money from family members personally.

The fuller video apparently says that the man was Darius Johnson. But there were no court cases featuring such a name related to electrocution or stealing of cables.
