It's possible for him to absolutely believe that the election was rigged for him- because everything is fake- and for it to not have been a rigged election.
He knows it was rigged because he had Elon rig it for him. Then he stabbed him in the back like he always does to everyone who helps him then is of no use anymore.
You know he's laughing at everyone when he admits this. It's like saying "You people are so stupid. Even when I admit it, you hear what you want to hear. So easy to pull the wool over your eyes."
